CHIEF PROGRAM OFFICER

Class: Full-Time/Exempt

Reports To: Chief Executive Officer

Location: In Person

Salary: $130,000-$140,000

 

POSITION SUMMARY:

The Chief Program Officer (CPO) works with the CEO and executive team to effectively manage current programs while building new initiatives to support the agency’s mission, vision, and goals. The successful candidate will have extensive experience in the not-for-profit sector with a proven history of program development, grant management, and supervision of direct reports. JFS of Greenwich is a fast-paced organization in a state of expansion seeking a talented thought leader ready to join a team of highly qualified and motivated professionals.

 

DUTIES AND RESPONSIBILITIES:

  • Oversee the entirety of Programs: Behavioral Health, Older Adult Services, Jewish Health and Healing, Food Insecurity Support, General Immigration and Legal Services, Refugee Resettlement.
  • Leverage strong, effective relationships within JFS to foster a culture of ethical awareness and dedication to continuous improvement.
  • Help staff think strategically about the connection between their services and outcomes and support the development of related data collection and reporting mechanisms.
  • Crisis Management within the agency and with community partners as needed.
  • Lead, implement and coordinate assigned strategic initiatives, evaluate project plans and strategies, identify and resolve barriers to initiative success, in collaboration with CEO.
  • Research and identify resources that could aid in inspiring efficacy and efficiency.
  • Identify process improvement opportunities, measurable indicators, implementation strategies; monitor assigned initiative success; provide policy guidance; assist in the development and implementation of policy and procedures for assigned initiative, in accordance with agency regulations to insure a standardization of practice.
  • Prepare materials on policy, program issues, and strategies for assigned initiatives; prepare summaries of discussion; identify appropriate and effective communication and dashboard indicators to leadership.
  • Facilitate and guide program managers and directors in effective leadership of programs based on JFS mission and vision as defined in the strategic plan.
  • Coach all program leaders to provide structure and support for program management and implementation.
  • Design, build, and support department/program staffing structure.
  • Leads team of program directors, clinicians, and case managers
  • Assess community needs and program effectiveness. Develop and seek opportunities to increase program impact and pursue those opportunities via program directors and managers.
  • Establishes outcomes and benchmarks for success of department.
  • Develops new program approaches to address emerging needs in community.
  • Designs and maintains work plans and timelines for the development of new initiatives and modifications to programs.
  • Collaborate with the CEO, and program leaders to maintain positive relations with funding partners. Work with other internal and external stakeholders to assess and pursue funding opportunities.

  • Ensure compliance with all regulatory, licensing, and accreditation requirements.
  • Develop, manage and oversee the evolution and improvement of the Agency’s data collection, evaluation, reporting and compliance activities to include internal auditing, record releases, software/data management which measure and monitor the effectiveness of such activities.
  • Collaborate with EL to develop revenue projections, implement and monitor department budget, authorize expenditures, monitor trends, ensure compliance with funding source guidelines.
  • Work with the EL team to prepare and propose anticipated department revenues and expenses for all JFS programs and services.
  • Evaluates the program staffing structure for continual improvement of the efficiency and effectiveness of the team as well as providing individuals with professional and personal growth.
  • Cultivate community relationships and identify opportunities for collaboration.
  • Represent the agency in the broader community through participation on regional collaborations and coalitions.
  • Maintains and fosters strong relationships with new and existing relationships with community partners, stakeholders, and state agencies to ensure positive agency image, beneficial collaborations, continuous flow of referrals and community exposure to agency services.

 

SKILLS AND QUALIFICATIONS:

  • Master’s degree required. MPH, LCSW, PhD preferred.
  • Five (5) years of post-graduate experience in the relevant field, including a minimum of three years administrative experience.
  • Ability to develop a professional relationship with members of staff, in order to help plan assignments background and skills in training, program design, and group facilitation.
  • Strong oral and written communication and computer skills.
  • Ability to monitor the budget and efficiently utilize agency resources.
  • Ability to work with “Funders” of agency programs, including the ability to write and manage grants and contracts.
  • Ability to organize time and set priorities, and to help supervisees do the same.
  • Ability to organize and conduct groups of various sizes and populations.
