Other Conditions: Extramural funds. Appointment to begin February 2025 or soon thereafter. Renewal contingent upon satisfactory performance, department needs, and availability of funds. Duties and Responsibilities
    • Serve as the Human Resource Specialist for the Center on Disability Studies (CDS). This position is responsible for the day-to-day operations of the unit.
    • Analyze and recommend administrative staffing needs, ensuring the operational needs of various programs are met.
    • Processes all personnel actions for Board of Regents (BOR) (Faculty, Administrative, Professional & Technical (APT), lecturers), Research Corporation of the University of Hawaii (RCUH), graduate and undergraduate student assistants, and casual hires in compliance with existing rules and regulations (University, State, & Federal policies, sponsor guidelines, and collective bargaining agreements).
  • Keep abreast of collective bargaining agreements and advise the Director and Administrative Officer on such matters. Assist in investigations, complaint and grievance resolutions, etc.
    • Participate in the recruitment process for various types of positions. Assist in developing position descriptions, create job advertisements, serve as the unit's EEO user when appropriate.
    • Facilitate salary requests for various position types including APT, faculty, and other non-regular (casual and RCUH) positions.
    • Advise the Director, Principal Investigators, and Administrative Officer on status of employees' appointment periods and FTEs per respective extramural project by maintaining personnel inventory records.
  • Recommend changes to internal policies and procedures to improve the timeliness and effectiveness of processing HR documents and personnel action requests.
  • Assist in reviewing for accuracy various university generated reports including, but not limited to, Effort Certifications, Cost Sharing, and other HR related reports.
  • Oversee casual hires, undergraduate student assistants, and other staff members. Establish work assignments and train as needed.
  • Conduct regular audits of employees' leave balances ensuring accurate accruals are reflected in the online leave system. Process vacation payouts, transfers, and other types of leave requests.
  • Handle workers' compensation claims, including processing claims to 3rd party administrator in a timely manner and in accordance with policies & procedures. Work with 3rd party administrator on cases ranging from routine to moderately complex.

Minimum Qualifications
  • Possession of a baccalaureate degree in Human Resources, Business Administration, Education or related field and 3 year(s) of progressively responsible professional experience with responsibilities for human resources management or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications
  • Familiarity with extramural contracts and grants.
  • Familiarity with Disability and Diversity Issues.
  • Experience with university personnel management systems including PeopleSoft, TAPS, RCUH-HRAMP, SECE, etc.
  • Knowledge of UH policies and procedures.
