POSITION SPECIFICS

We are searching for a Division Head to lead our Applied Sustainment Division (AST) Division at the Applied Research Laboratory (ARL) at Penn State University.  ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy/Marine Corps, the Department of Defense (DoD), and the Intel Community (IC). This position may be filled as either a Research and Development Engineer or a non-tenure Research Faculty.

The AST Division is an interdisciplinary group of engineers, software developers, functional business process experts, and IT professionals who collaborate to develop technologies for logistics, maintenance, and lifecycle asset sustainment for DoD systems. We conduct applied R&D efforts focused on acquiring data, turning data into information and knowledge, and securely delivering that data, information and knowledge to the right warfighter at the right time to support logistics and maintenance. Our research spans the spectrum from the warfighter edge to the heart of the enterprise.

The Division Head will:

  • Have a working technical understanding of the wide range of Applied Sustainment Technologies for DoD applications that include advanced maintenance technologies, predictive maintenance analytics, organizational enterprise resource planning (ERP) systems, logistics information technologies (LOGIT), fleet management systems, DoD supply systems, supply chain forecasting, and sustainment support for DoD expeditionary operations   

  • Actively lead and participate in the development of funded project opportunities with new sponsors with the division engineers and scientists. The activities include strategic planning for identifying new business opportunities, developing activity plans for meeting with new potential sponsors, and creating business development presentation material

  • Lead and/or assist in the development of proposals and projects that further our knowledge and expertise in the area of Applied Sustainment Technologies. Lead a group of engineers, scientists, and support staff that are engaged in the development of technologies critical to the advancement of the Applied Sustainment Technologies Division

  • Mentor and encourage creativity in innovative technologies and research

  • Conduct labor planning activities to ensure all departmental staff and faculty are appropriately and sufficiently tasked at all times

  • Review and analyze Division level financial project and overhead funding/expenditure data to enable data driven decision making for managing the Division

  • Recruiting, retaining, and defining performance expectations of department head staff and faculty

  • Evaluate the professional growth and performance of Department Heads through performance reviews and coaching conversations

Additional responsibilities for higher level position

  • Contribute to the design, development, implementation, and analysis of technical engineering products, systems, and subsystems

  • Investigate and evaluate practical applicability of scientific theories and engineering principles to develop and improve various engineering systems; identify technical approach for solving problems and meeting customer/grantor needs

  • Apply standard practices and techniques in specific situations, correlate data, recognize discrepancies in results and follow operations through a series of related detailed steps or processes

  • Conduct experiments/tests in the laboratory/field to test, prove, or modify theoretical propositions on basis of research findings and experiences of others researching in related technical areas; may include taking measurements and recording observations, collecting, compiling, and processing data; may include planning/designing experiments or tests and supervising the execution thereof

  • Initiate or contribute data/analysis/design for use in technical reports, documents, proposals, papers, or oral/written presentations

Required skills/experience areas include:

  • Demonstrated success leading a team of engineers/scientists, and collaborating with large teams on multi-organization, multi-disciplinary projects

  • Demonstrated success developing new business, including proposal writing and technical presentation skills

  • Active SECRET government security clearance, TS or above is preferred

You working location will be fully on-site located in State College, PA. Questions related to flexible work should be directed to the hiring manager during the interview process. This position will require periodic travel to remote locations in support of testing as part of a small team of researchers, engineers, and technologists.

 

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

If filled as Research and Development Engineer - Principal Professional, this position requires: Bachelor's Degree - Engineering or Science 19+ years of relevant experience Required Certifications: None If filled as Research and Development Engineer - Senior Professional, this position requires: Bachelor's Degree - Engineering or Science 14+ years of relevant experience Required Certifications: None

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $123,200.00 - $219,600.00.**THE PROPOSED SALARY RANGE MAY BE IMPACTED BY GEOGRAPHIC DIFFERENTIAL**
